As I have tried to show science in producing the airplane and the wireless has created a new international political environment to which governments must adjust their foreign policies.

Science is an integral part of culture. It's not this foreign thing done by an arcane priesthood. It's one of the glories of the human intellectual tradition.

Ladies and gentlemen it is with great sadness that I announce that I will resign as Australia's Minister for Foreign Affairs. I am sad because I love this job. I'm totally dedicated to the work that we are doing in Australia's name around the world and I believe that we have achieved many good results for Australia and I'm proud of them.

All respect for the office of the presidency aside I assumed that the obvious and unadulterated decline of freedom and constitutional sovereignty not to mention the efforts to curb the power of judicial review spoke for itself.

Where defining foreign policy as 'ethical' went wrong was that it implied that all decisions would be exclusive in every respect of any dealings with unethical regimes.

We shall listen not lecture learn not threaten. We will enhance our safety by earning the respect of others and showing respect for them. In short our foreign policy will rest on the traditional American values of restraint and empathy not on military might.

In better times the religion of the tribe or state has nothing in common with the private and foreign superstitions or magical rites that savage terror may dictate to the individual.

On the Native American front we have turned a new page in the 400-year history of the interface between the American settlers of this country and the nation's first Americans. That's included a new relationship where the sovereignty of tribes is in fact recognized.

The obligation of subjects to the sovereign is understood to last as long and no longer than the power lasteth by which he is able to protect them.

Whether it comes from a despotic sovereign or an elected president from a murderous general or a beloved leader I see power as an inhuman and hateful phenomenon.

We're in an illusion about what our role is in world politics and foreign affairs and our policies are killing and destroying and doing a lot of things that we are not aware of.

The lesson of the last year is this: foreign policy can't be managed through the politics of personality and our President would do well to take note of an observation John F. Kennedy made once he was in office - that all of the world's problems aren't his predecessor's fault.

A desire arises in the mind. It is satisfied immediately another comes. In the interval which separates two desires a perfect calm reigns in the mind. It is at this moment freed from all thought love or hate. Complete peace equally reigns between two mental waves.

But if republicans are to prevail if the peace process is to be successfully concluded and Irish sovereignty and re-unification secured then we have to set the agenda - no-one else is going to do that.

The use and threat of force when world peace is not in danger are no longer valid frames of reference for achieving the ends sought today by sovereign nations.

I think that it's always appropriate for Americans and for American foreign policy to make clear why we feel that self-government is most compatible with peace the well-being of people and human dignity.

If our nation goes over a financial Niagara we won't have much strength and eventually we won't have peace. We are currently borrowing the entire defense budget from foreign investors. Within a few years we will be spending more on interest payments than on national security. That is not as our military friends say a 'robust strategy.'
